What SWFL Associations Face
Southwest Florida's commercial and multifamily building stock is permitted through four separate county offices, and the compliance picture is not the same in each one:
- Lee County (Fort Myers, Cape Coral, Bonita Springs, Estero) permits through Lee County Community Development.
- Collier County (Naples, Marco Island) permits through the Collier County Building Review & Permitting office.
- Charlotte County (Punta Gorda, Port Charlotte) permits through Charlotte County Community Development.
- Sarasota County (North Port, Venice) permits through the Sarasota County building department.
For multifamily and condominium buildings, Florida's SB 4-D now drives the calendar. Condominium buildings three stories and taller must fully fund roof reserves and complete a Structural Integrity Reserve Study (SIRS), and the milestone-inspection clock starts at 25 years for buildings within three miles of the coast and 30 years inland. Florida also requires that when more than 25% of a roof section is replaced, that section is brought up to current code — a rule that reshapes the scope (and the budget) on older commercial buildings. Most of Southwest Florida sits outside the High-Velocity Hurricane Zone, so those HVHZ product-approval requirements do not apply here — but wind-uplift detailing on coastal buildings still matters, and we detail for it.
The practical takeaway: a commercial or association roof decision in SWFL is now a documentation problem as much as a construction one. We build the paper trail — condition report, code path, and claim package — so an owner, board, or manager can defend the spend.
