The reason Marco Island deserves its own plan is geographic. Florida's milestone inspection law sets the first structural inspection at 30 years for inland buildings but at 25 years for buildings within three miles of the coastline. The entire island falls inside that three-mile band, so a Marco condo three stories or taller reaches its milestone inspection a full five years sooner than an otherwise identical building in inland Collier County. A roof at the end of its service life is one of the fastest ways a milestone inspection turns into a finding.

On top of that, SB 4-D requires condominium and cooperative buildings three stories and taller to complete a Structural Integrity Reserve Study (SIRS) and fully fund the roof reserve — boards can no longer vote to waive or under-fund it.
