Reserve funding vs. a special assessment — which pays for it?
Boards can fund a replacement from reserves, a special assessment, financing, or a blend. SB 4-D pushes associations toward reserving for the roof in advance so a full assessment is not the only option when the roofs come due. We provide the scope and budgetary numbers your board and reserve-study provider need to plan the funding path — we do not tell you how to fund it, we make the number credible.
Do owners have to move out during the tear-off?
No. Every association replacement we run is on occupied buildings. We sequence tear-off and dry-in so no unit is left exposed overnight, keep walkways and parking clear on a published schedule, and communicate the day-by-day plan to residents through the board or management company.
How does SB 4-D change the timing of our replacement?
